HELENDALE COMMUNITY SERVICES DISTRICT PROPOSED ANNEXATION

The Helendale Community Services District presented an application and feasibility report to the Local Agency Formation Commission (LAFCO) requesting consideration of the annexation. LAFCO is the organization that oversees expansions of Cities and Special District like the Helendale CSD.
What is an Annexation?



Annexation is an extension of boundaries within a previously established sphere of influence.  As noted on the map below, the Helendale CSD sphere of influence (SOI) is in the purple hashed area.  The proposed annexation area that is part of the current sphere of influence is in the orange hashed area. The District is only proposing to annex the area that is substantially included in the Helendale School District Boundaries.

Why Annex?

The annexation is being proposed for three primary reasons: (1) to include the Helendale School District within the Helendale CSD Boundaries; (2) clear up confusion on solid waste provision; and (3) expand easterly within our sphere of influence to the proposed expansion of the City of Barstow.  With the BNSF “Barstow International Gateway” (BIG) project, The City of Barstow is planning to annex a corridor along Route 66 to Hinkley Road.  The City’s proposed annexation area is within their designated sphere of influence (pre-determined growth boundary).
